New Rider?! in W

There have been alot of hot jizz about the new series Kamen Rider W. Since it's debut in the Kamen Rider Decade : All Rider VS Dai Shocker movie, and all promotional ads that came along, there was only 1 rider shown. W himself. Antagonist or protagonist, only 1 true rider was shown with his many different forms. I do not consider the Dophant as riders because they really aren't. They are just the monsters in this series. But a picture has been floating around regarding a new rider appearing soon.

Who is this mysterious new rider? From what I can see, his suit design is almost identical to W. Infact, he has a Double Driver as well. Well or half of it from what it seems. It is safe to assume he only can use 1 Gaia Memory in battle. Is he going to fight along side W or be serving under the control of the Dophants? Only time will tell... many speculate he may be Shoutarou's Mentor who was seen dead in Episode 1, but through the miracles of modern technology,medications and what not, he got turned into this rider which many dub as Kamen Rider Skull.
